How to get Lockpicks in Oblivion Remastered
You can get Lockpicks in Oblivion Remastered by looting chests and enemies, buying from Shady Sam и from joining the Thieves Guild.

The free and easiest way of getting Lockpicks is to collect them by looting chests, storage and fallen enemies on your adventures. You can stay on the ‘good side’ of Oblivion while looting these items, so don’t worry about potentially gaining a criminal record.
We highly recommend checking every enemy you defeat and any storage items/chests you come across as most will carry useful items, even if they don’t have Lockpicks.

Shady Sam is a vendor you’ll be able to meet from the early part of your adventure, making him a solid source of Lockpicks if you’ve got enough Gold to pay for them.
You can find Shady Sam against the outer wall of the Imperial City by facing the city itself and heading left with your back to Chestnut Handy Stables. We’ve marked Shady Sam’s location on the map below:

If you join the Thieves Guild you’ll get access to the guild’s Fences and Doyens. All Fences and Doyens in the Thieves Guild have Lockpicks stashed away that you can buy if you’ve got enough Gold on you.

If that all seems like a lot of stress then there’s another option, the Skeleton Key. The Skeleton Key will let you open any lock by spamming the ‘Auto Attempt’ button as long as you’ve got one normal Lockpick in your inventory. You can get the Skeleton Key by completing the Nocturnal Daedrick quest.
